Norfolk is home to 29,560 seniors, 12.6% of the city's residents. A quarter of senior households live on under $25,000 a year, and nearly half on under $50,000. Around 35% of seniors have a disability.
The dashboard maps how those seniors are housed. Over half (52%) of senior renters are rent-burdened, paying more than 30% of their income in housing costs, against roughly 30% of senior homeowners. And the two groups age very differently: over 40% of senior homeowners have lived in their homes since before 1989, while over 72% of senior renters have moved since 2010.
The work includes a Senior Vulnerability Index, a composite score for every block group in the city, built on five risk factors: seniors living alone, rent burden, insurance status, vehicle access, and poverty.
